IGG Launches Bold Five-Year Offensive to Deepen Anti-Corruption Action
Uganda’s anti-graft agency, the Inspectorate of Government (IGG), has rolled out a new five-year strategic plan aimed at transforming how corruption is tackled across the public sector, officials announced at a launch in Kampala on Thursday.
The strategy seeks to shift the IGG from a reactive, complaint-driven body into a proactive, intelligence-led authority that uses modern data tools and digital systems to detect, investigate, and prosecute corruption more effectively.
Under the plan, the agency will prioritise high-profile and syndicated corruption cases, enforce the Leadership Code more rigorously, accelerate long-pending investigations, and boost asset recovery efforts. Officials also plan to deploy artificial intelligence and data analytics to improve oversight, strengthen verification of asset declarations and support real-time decision-making.
Speaking at the event, the Strategic Plan Committee chairperson underscored past challenges, including delays in concluding cases and providing feedback to complainants, and said the new blueprint commits the IGG to improved service standards and accountability.
Data from the previous strategy showed a rise in reported corruption cases, with nearly 11,000 complaints received and more investigations concluded, but public trust remains fragile as Uganda continues to rank low on global corruption indices.
Justice Aisha Naluzze Batala, the IGG, stressed that fully digitising processes, decentralising certain functions and embedding proactive risk-based approaches will be central to achieving tangible results and strengthening governance across ministries, agencies and local governments.
Deputy Head of Public Service Jane Mwesiga called for a unified government response to support the strategic plan’s implementation, including creating clear disciplinary procedures to ensure timely enforcement of anti-corruption directives.
Overall, the initiative reflects a renewed focus on embedding transparency, accountability and preventive measures within public administration to restore citizen confidence and safeguard public resources.
