Uganda Prisons Service confirms three dead in Kiboga Prison shooting

The Uganda Prisons Service has confirmed the death of three people following a fatal shooting incident at Kiboga Government Prison on Monday morning.

In a press release dated February 23, 2026, the Commissioner General of Prisons said the incident occurred at around 10:00am when a prison warden, identified as No. 13544 Warder Anguyo Moses, allegedly opened fire on his supervisors.

The deceased have been identified as Assistant Superintendent of Prisons Hope Catherine, who was serving as Deputy Officer in Charge; Principal Officer I Akishuri Bright, described as the third in command; and Ms. Ayebare Sarah, the spouse of the Officer in Charge.

According to the statement, the suspect fled the facility immediately after the shooting.

Police were promptly called to the scene and secured the area, while joint security teams launched a manhunt for the suspect. Authorities confirmed that the firearm used in the shooting has since been recovered. However, the suspect remains at large and is considered dangerous.

Security agencies have urged members of the public with information regarding the suspect’s whereabouts to report to the police.

The Uganda Prisons Service said the public will be kept informed of any new developments as investigations and search operations continue.

The statement was issued by Senior Commissioner of Prisons Frank Baine Mayanja, the Service’s spokesperson, who expressed regret over the loss of life and extended condolences to the families of the deceased.
